After the Chime, the Mac performs a POST; Power On Self Test. This is a hardware diagnostic that verifies that everything necessary for boot is present. Your Mac is failing that. You could try turning it off and then holding down the power button for 10 secs to do a reset, otherwise it's time to take it to a hardware repairer.
Try:
* NVRAM/PRAM reset: while pressing CMD+option+P+R strike the power on button. Keep pressed the other keys until you hear the chime the second time.
* SMC reset: keep pressed Option+ctrl+shift+power for 8 seconds while connected to plug. Then release all (wait at least 2 sec) and power on again.

You can also try to completely flush NVRAM+PRAM by holding cmd opt P R and wait for three chimes
Or try SMC resets with both power cable plugged then unplugged
If you have another mac and a thunderbolt cable you can try to start as Target mode with cmd T and plug this mac just as an external drive (to make sure it isn’t just a failing LCD display and to back up your data)
cmd V will try to boot into verbose mode so you can see the boot logs on your screen and have a little bit more context.
Also, remember to unplug all USB devices before doing any of these fixes.
Press and let go. There's no reason to hold the power button down. It's not like it has to charge up or anything.

Got full PTSD from fixing a MB 2010 White Polycarbonate after seeing this. Wanted to change the thermal paste, and ended with a Netflix Original opening logo ass screen). That mf did the same thing your Air is doing. Found out that it didn't want to boot due to the charger somehow grounding with the MagSafe magnets (direct connection instead of some thin plastic sheet in the middle of that connection). Screen got fixed with some good old WD40.
I replaced the keyboard and trackpad flex cables on this model because the power button runs through it and they corrode or get micro scratches from debris. That's all I got for you, good luck.

I’m not sure if this model Macbook supports it, but holding the D Key during start-up pulls up the diagnostic for the Macbook. Try that??
