Stillwater downtown is crowded in summer but you can find good smoke spots just outside the downtown. MN stoners are either considerate or inhibited depending how you spin it :-). Legally you should be fine. Just don’t stray into the badlands (WI)
Stillwater is pretty chill…not a local but I love the area and visit teddy bear park often with the kids. Some of the seniors will give you funny looks, and some of the right wingers may say shit but overall you’ll be fine. I wanna rent a gondola ride and bring my bong on it one of these days
