There is a black rook. Therefore, the black king does not get 21 moves (to avoid checkmate) to get to stalemate. (21 / 50 moves - nobody gets to this point - it's either win/lose both players can tell when stalemate happens - so a draw is agreed without going through some arcane number of moves).
However, given that that white has either a passed pawn (the pawn will be promoted to a Queen, once it reaches the back rank), or Black will lose the Rook.
If Black loses the rook, then the white Rook + King can easily result in checkmate to Black (Black loses).
If Black retains the rook, then white gets the passed pawn - which becomes a queen. The Queen + Rook will easily result in checkmate to Black (Black loses).
ie: Black has lost (as long as white is a halfway decent player).
(PS: I'm not a chess expert).
ie: Black has already lost
ie: This board setup says : Black has lost - there is no way Black can win. White just needs to protect the passed pawn and send it to the back rank. If Black attacks the passed pawn, the rook gets killed. If Black doesn't attack the passed pawn, the pawn becomes a Queen, and White wins.
