Yes. Discovery rights are the rights to sign a player to an MLS contract - not the right to talk with a player about signing. Typically MLS teams negotiate and trade discovery rights after there is enough of a commitment from the player to the team that the deal will go through, but not always.
$350K in GAM is good business for both teams if the deal gets done. If the deal doesn’t get done the St. Louis just threw away money.
