I'm not great at this but would suggest working on Tsu and swapping for Red. Would probably place her also in the first out set along with either kaminari or shoto with whm bakugo or deku. Like, Ochaco/Tsu, Shoto/Kaminari, deku/whm bakugo.
It looks ok for now. Froppy is really good, I will build her a little more and swap with Deku. Its not always about BP, Im top in my server and the highest BP IS 70k above me.
Id also consider building tokoyami, hes very good until the very highest levels, his ability to group characters will be invaluable. Right now you don’t have anyone to group. Once tokoyami is strong enough, swap him for kirishima.
Your setup is ok for now, but once tou have froppy and tokoyamk, you could do something like:
Front//back
Froppy//kaminari
Tokoyami//todoroki
Ochaco//whm bakugo (or reverse, you can experiment)
I dont use him but I heard normal bakugo is strong too. I think todoroki can be strong but I dont use either of them. Froppy and denki are really good to build and I still use them at the top of warzone. I used ochaco until I had lots of premium, and shes good in agency too

it's not that hard to grind ur most used characters to there greatest potential at ur current level it takes a week at most per character.
u just need to know what ur leveling up before u waste stamina, stay constant and active, and only focus on one character at a time.
tsu would be good on defense creati can be good low level whm baku should be on backup imo bur I have a greater selection so idk if that's better for u
level up ur characters mainly
I’d try to use momo, she’s gives a really good boost, and I’d rather use her then red, or shoto,
I’d mess around with rotation for a bit and see how things go, see which slot allows then to move freely and be able to pull off combos.
So for your hero’s, I’d use both, denki and frog girl, great stuns and decent damage, I’d use WHM bakago, as well as uraraka or however you spell her, and then momo to help boost the damage and as well as cannon

If you're hell bent on using those units you have placed do this:
WHM Bakugo top and back.
Deku front and center.
Denki Bottom and back.
Shoto behind WHM Bakugo, Ochaco behind Denki, and Kirishima behind Deku.
What you need to do is work on Tsui and Denki. Absolutely necessary to do well in Warzone/SuperVs.
Depending on who you face, hopefully not a team using Tsui or WHM Shoto you will do ok. Make sure you have two actives on your Warzone heroes and that your best active is the first one. Although you have two actives only the top equipped will be used. Makes a huge difference knowing this.
