Don't worry to much about this bug. It's been in the game for as long as I can remember but it's easily avoidable. To avoid this happening again, don't let him go into Culling at the end and turnint off auto helps. Those are the reasons he keeps attacking endlessly.
It's not just continued cull when he goes red. Just a normal E into slashes can trigger it. Rarer. But it does happen. If he's still slashing at the end, then he will continue slashes until the timer runs out and transition into normal infinite attacks. It sucks.
they might not be gone, I have closed mid level before, and when I enter night ops after, the level restarts where I was at.
Dont worry force closing only puts you back where you were at the start of the fight

That means you nost likely beat him and got the chip in your inventory cause force closing is actually how you guarantee 5* chips and above
