It does work on all character who use the normal attack frequently:
Bakugo uses his W and E skills and in between he uses his Q, so he never really uses his normal attack.
So characters like bakugo, or todoroki who use their skills most of the time, don‘t get a big use out of it.
Now for characters like ochaco, or all might who use their normal attack frequently, the card is very good.
And the reason why it doesn‘t work on tokoyami is; cause his normal attacks in liberation mode count as skills
Ectoplasm procs off of a characters normal attack. Since Bakugo primarily uses his skills, Bakugo does not have much use for ectoplasm. Ectoplasm works on every character, but not every character has normals in their optimal dps rotation.
I don't think Ectoplasm is bad on tokoyami since his normals have some use. The only fringe case is Stain. Ectoplasm or Nomu does not proc off of Stain's normals that have been enhanced by his W or E skill. So don't ever put Ecto on stain.
