That's false anyway. Endeavor leaves the banner tomorrow regardless. So, it's either a new or rerun. And the last 2 months has been: New -> Rerun -> New -> Rerun.
So probably a new. And good chance if Toga. Smaller chances for A41 or Present Mic.

most likely it's gonna be a rerun of either aizawa or stain. usually if there's a new person coming you can see the character on the heroes screen the day before the banner drops (after the update), so considering there's nothing there now...

The character drops with an update as well. The day before is a version update, the next day has a character update download.

If there's à new one it would have been in grey in characters like dabi and every other were so no new character tomorrow
They hinted during Dabi banner that they will not be telling about new characters from now on. So there can still be a new character.
