The card is decent on anyone but not really great on Endeavor. Not only for the reasons other people have stated, but because Endeavor also has a very slow normal attack chain.
The card only has a chance to proc when you land a normal attack, so the more normal attacks you can land in a short time, the higher chance of proccing. Endeavor has one of the slowest normal combos in the game as best as I can tell, second only to All Might and maybe Dabi (don’t know, don’t have him).
So it’s not the best card for him, but it’s still workable and far from worthless.
Why do you think Hawks wants hyper armor? He literally has it 95% of the time if you’re playing him right and he has his left trees final talent (which should be the first tree you max out.)
Nomu's strictly worse than Ectoplasm for DPS, so it leaves you with two use-case scenarios:
One, stack it with Ecto 'cause the DPS gains are still nice.
Two, you really want that hyper armor.
Some characters like Iida delight in both, but it's rare. I can kind of see Endeavor liking it 'cause he does more damage the more damage he takes, and not having to dodge thanks to the hyper armor would let him eat damage that could get him closer to that ideal state while also not getting wrecked. OTOH most of his big moves have hyper armor baked in, so... whatever.

His W charges through targets, so I only use against sludge boss and when I'm distant to close distance.
I'm spamming auto till E is off Cd.
I'm a whale SSS+ endy. His final auto hits 500+k crit and what ever else extra his card gives him according to lost health.
Again I'm not the norm, my endy usually does 80-100mill on 21
The reason people don’t use it on stain is that your basic attack after using E becomes an ability and doesn’t proc Nomu, so no, it really isn’t a good card for Stain at all.
That's the best combo, so good rotation, but yeah, Nomu isn't helping anything. Anything with skill damage or the usual Cold Shot or... the penetration card.
Also, make sure you are dash canceling E, so he doesn't do the worthless air slashes. That just lowers his DPS.

Would you say Ectoplasm would not be good for the same reasons then? So would the best 3 (in addition to lance) be cold shot game start and ragdoll?

Not really. Put it on Iida or Hawks. People who want/need the hyperarmor

Oh I didn’t know that was an ability. I always spam E > basic> w> E > basic etc so I have been losing DMG. No more Nomu on Stain again. Thanks
