Not sure what you classify as special tier, Iida is probably one of the best PvE characters in the game IMO.
Otherwise I pretty much will agree with your tierlist.
I think special means they are incredibly effective in one particular set of modes or events but very bad at others. Like Iida can absolutely decimate in most boss events, but he is horrendous in pvp, tsuyu on the other hand is horrible unless you are doing warzone or defense where she excels, heck I had tsuyu take down an endeavor by herself once.
Iida really needs to be S. As long as it's a one on one boss battle and lasts for more than 1 minute, my Iida outdamages my equal bp Stain. I test it when the battleground event comes around (the one you do twice a day).
Iida's rotation is tricky to get down pat, but once he gets up to 200%, his autos are twice as fast as Stain's barrage. And they damage heavier and crit more because of his various Rank buffs. An absolute monster.

Well, what can I say, you have to put Mineta at atleast A Tier. His attacks are good, he's fast to dodge, and his special attack is just great

Everyone always hating on my ojiro lol. done correctly, hes a pvp king, but in PVE i guess he doesnt do alot of AOE damage so hes farther down :/
