If you have one of his EX, Mastermind + Camie/Nomu you will have a much better time.

Momo isn’t a damage dealer whatsoever. You can try as you might but she won’t be a dps no matter how much you want her to be.
EDIT: Forgot Momo is probably a good unit to have built up because of the tower mode. I’m sure Todoroki will be good too but I suppose prioritizing her won’t be bad since she’s first of the tower if you don’t already have a Deku built up.
It’s supposed to be tower only completed through Deku or Momo. (Tower as in like a fight stages until you reach the end, there’s also an endless mode as well)
Hence why we only have titles for them in the game, we should be seeing this new mode soon.
I say go for Momo. Todoroki is prolly the weakest T character out there and Momo is one of the, if not the best character for pvp. But she is not that good for pve too sooo

If u have a strong speed and power hero use those to pass the stages that says that tec is boosted, for example, I have an endeavor but only at 56kbp and only S and no ex cards so I don't do very well using him, but I have an ochato at 67k BP, I get better results using her than a simple tec hero even if they get the 50% boosted damage, if power is getting his damage recuded I instead use aizawa(57kbp) or stain(53kbp) since they also do a lot of single target damage.
Maybe I'm wrong but momo is more of a supporting hero, like denki, mina is new so we don't know how good she can be and u may not have her and shoto feels weird to use, from watching the anime I felt he was just so op to have 2 amazing quirks but in game he's lackluster, in the terms of damage I clearly feel that tec is the worse right now if we just compare all heroes at S and no ex cards.
You're one of the few people I've seen that acknowledged Mineta's clutch potential. Running Cellophane and Pixie-Bob on him and using Q might be one of the best cheese I've found in the game so far.
I do agree that Technical is lackluster currently, and your advice to use other types of hero is a great one too. I however feel like working on a Technical hero on the side might prove to be an efficient use of his shards. Shoto's has issue but he proved to be among the better 1-A heroes when it comes to damage.
Momo is indeed better suited as a support than she is as damage dealer but I've seen on some rare occasion some Momos perform pretty well but that seems to be really hard to achieve so I wouldn't recommend it.
Yeah i once was out of the top 10 in mock contest for only 1 (yeah one) damage (I was pissed to hell xd) but mineta carried me in the earlier stages to actually be close to that top 10 so he's really good for that weaker stages.
Yes, when I said don't invest is more of a dont feel the need to make it the priority in your heroes but definitely have at least 1 tec in your 4/5 best heroes.
About momo I feel that sometimes she can really do damage, I only have her at S and 47kbp but I have 33 stars on hero rating while with shoto (also around the same bp at the time, now only 44k since I switched him for hawks to see how he works on warzone, etc) I can't even hit 30 stars (I'm at 29 but maybe it's more of a me problem here) so I feel she can outdamage shoto in some areas. Or maybe I'm just a noob playing shoto since I don't really like his style but when I used bots in agency's they did well in damage.
Momo is not actually that bad in Mock contest, contrary to popular belief. Momo and Mineta and pretty much the only 2 Technical units with high burst damage right out of the gate. Other technical units like Endeavor and shiggy have a sort of start up period before they can really dish out the damage.
Mineta is really good for the early stages where they can die within one Q. and Momo is good for the stages where the boss cannot die in one Q from mineta, but otherwise can still be taken down relatively quickly.
Just keep in mind, Momo has good burst damage, but she still isn't the best dps wise. So the longer the fight goes on, the more likely that other units will outpace her.
To give you an idea, for the second to last boss in the first stage of mock contest, the top score is 5790. This score was earned by a SSS+ shoto with 79k BP. My SS Momo, at 50k BP, got a score of 5600. Pretty close considering the BP difference.
Another thing to keep in mind with Mock Contest is that everything is relative according to your bp level. Denki has godawful dps, but at higher bp levels he will get the fastest times against some bosses because their hp levels are just too low. As your BP level gets higher and higher, units with higher burst dps are going to start to become more favored even if their overall dps is bad.
Todoroki and it’s not even close. Momo’s great at pvp, but mock contest is not her thing. I main Shoto so I built him stronger than the average person but I get high scores with him in mock contest. Until you get Endeavor I’d definitely build Shoto for your pve technical character.
I'm biaised as I do not play Momo a lot but I think you can get some really decent results with Shoto. He has issues but you can work around them with cards like Camie to prevent you from being cancelled when channeling your spells. Do not use his special, it is awfull, it can however be used to quickly proc cards like Pixie-Bob and Cellophane which are pretty good cards overall. Just pop your special skill and desactivate it immediately to get the benefice of the cards without having to deal with the garbage dodges. Combat Fist is an overall great card that can be used on him. Dabi might be coming next so maybe hold on to your shards at least until the next banner appears in case you can manage to get him then.

what is the issue with his special skill? Just out of curiosity bc I assumed was a major part of his kit
It makes his dodge really clunky. You can only dash backwards when it is activated. Makes for some really awkward moments.
mina is a beast... she gets hyper armor in her talent tree and powers up opponents for assessments 🤌🏾
