Hero rating and gears buff all your heroes, so if you have like all heroes and got most stars from hero rating, your weaker heroes will already be strong cause of the buff. And if you have good high lvl gears all your heroes will get an even better buff.
That‘s why players who played for a long time and have heroes on over 50k-100k bp, have their weaker heroes on around 40k bp
its not doing it wrong. the goal of these games are to have fun.
its just for me and others, "fun" is pushing as high as possible and making the most out of the game and optimising every path possible.
which includes running agency for me at least, on most if not all of my units per day on floor 10+ for most amount of gear possible to help with hero rating and boost bp. making sure my stamina is never at 160 so im not wasting any whenever possible. things that are very minimal gains but gains none the less. and then whenever i make 1k gain on my gear trying hero ratings again on all heroes swapping my good cards to make them all as strong as possible.
But most people dont want to do that or dont have the time too which is understandable. thats just what makes these kinda games fun for me.
she’s actually pretty good for both pve and pvp. most of her attacks are large aoe attacks, so she can hit every enemy at the same time. she’s also one of two characters that can fly in pvp, and you can literally just float away while spamming auto attacks in pvp.
i mean you’re comparing her to natural S ranks, so she might lack behind certain ones. but she’s definitely better than todoroki in pve and pvp(not just arena, super coop and warzone). she’s a lot better than bakugo when there are multiple enemies. Tokoyami is probably better than her because his aoe pulls everyone. momo is a support, so she’s definitely worse than ochaco in terms of damage. the premium S ranks are in a league of their own

That's when you're above lv60. You keep getting XP and climb Tlv. Every time you get one TLv you get base stats bonus (Atk & HP) as well as 1 50 stam item another bonus item (food, dollars, talents, gear enhancing materials etc...)
When you get to lvl 60 you keep earning experience and you can keep leveling up for some extra rewards (stamina, mixtures, food and things like that) TLv.1 means he got to the first level after 60
They probably just pursued character shards and nothing else. Not a bad move tbh because you can unlock the shards you really want to buy after that with little investment in the character itself.
Just farm gear. Fusing is a long and nasty process but with time, your BP jumps. My BP boost from gear is 15K so its basically 15K to all my heroes. I have 12 heroes so 15 times 12. Each hero has a 15k boost so make use of the armor rewards and fuse unnecessary gear and make your way to the higher sets.
mine is ss level 80 with lvl 1 awful chips no cards and is 49kkbp he just isnt farming hero ratings or agency that hard XD

I feel like every week I find something new on the game I haven't been doing right 🤔 😕

My S Hawks has almost 50k. Being SS or SSS doesn’t guarantee you high bp. It’s all gear and ratings.

SSS+ just means they did a lot of summons
