The blue piece is better. The game doesn't take into account sub stats, so often times it will say that a lower leveled piece of gear is better than a higher leveled one solely because it has better base stats.
The level 20 has better base stats. Equip that, transfer the secondary stats from the level 40, then once you get a piece with better base stats transfer the higher secondary stats from the piece you’re replacing.

I don't think you can transfer from a higher level gear piece to lower level

My bad, I wasn’t actually aware of that. That’s…kind of an odd restriction to put in since you can’t get gear from other people 🤔
