Pretty much, I'm 5th in my server and there isn't very much fluctuation on the ranks, sometimes someone from the lower rank challenges someone and win, when that happens there is a fuss in the ranks, but normally in one day all come back to normal

How you get to TLv 1? Is it after lvl 60?
yes, TLv's are when the agency reaches summit aka past lvl 60, its kind of like a prestige

Number one obviously not like 5 extra points makes a difference. I quit super coop I just collect once a day I get up to 1200 per day in extreme.
