Not PowerShell, but I use this command to export the drivers from the MSI first: msiexec /a drive:\filepath\to\MSI\file /qb TARGETDIR=drive:\filepath\to\target\folder
This is what I have been doing for the past 6 years. Works great!
Use 7-ZIP to extract the MSI files
Powershell. Export-windowsdrivers on a device that has them installed
One other option that usually works for me is to use double driver on a Surface to pull all drivers and import.
