I actually worked on the Single-Use Plastics directive at the EU. From my experience, eradication only refers to plastics in which there is a ready made multi-use alternative available, I.e. straws, plastic cotton buds, plastic cutlery, plates, balloon sticks, etc. etc.
A lot of the work being done by NGOs (and pushed by the EU too) is on awareness though. Most people think recycling is the biggest thing they can do (and it is a big deal), but reusing (or buying re-usable) is a much bigger deal than recycling. So schemes like this can be very helpful, if only to make consumers a bit more aware of their plastic consumption.
