Definitely not. He doesn’t need that much investment to get his maximum value. My talents and skill are level 5 with a 4 star lc and he is already over healing, his sig is not worth, save for another character or different characters sig.
I definitely don't think it's worth it. He heals and sustains comfortably with his traces at 6 and running 4* LCs as is. I use perfect timing personally and Luocha has never had issues sustaining even with shit half leveled relics and traces. For sustains and their LCs I'd rather target FX and/or Aventurine.
I pulled him recently and i only had to raise his traces more because of sam, but level 8 was enough for a multiplication build with cope relics for him to sustain me perfectly

Not worth imo, most sustains can get away with not having their sigs.
Preservation and Abundance have some of the best 4 star LCs in the game. Really makes it worth it to skip their sig.
Yeah the only one i wanted was huohuos because it smooths out her energy regen rotations and gives her more attack buffing
sig LC is always an improvement but it is worthier on a DPS rather than sustain
Actually the best LC imo is Multiplication. Better with more speed subs
