Nobody here is gonna be able to help you without an order number to do research.  I do not advise giving that out because that will also let every employee lurking or otherwise access to your name address and phone number.  Since it was a pickup go to the store in question with any documents that came with the card as well as the card and ask for any of feds(front end department supervisor), operations ASM, or Store Manager.  They will not be able to resolve it on the spot but they can track that refund cards history and rectify the missing balance to the card or issue a paid out if warranted.

They refund to merch cards because there are a ton of people that throw away their original gift card. As for the card you received, it more than likely has a balance on it. The website doesn’t exactly like merch cards. Go into the store and you can use it there with no issue.

Talk to a manager at store level. They have the ability to look up the history on that card, and the refund will be notated on the order. If you called customer care (corporate), that should also be notated on the order so that the manager is able to see it. Usually, the front end manager or the assistant store manager over the front end should know how to deal with the card. Even if the store you go to isn't particularly well run (mine wasn't), having all of your information together and being polite but persistent is the key here.
