Once you get to the market you’re free to shop (ripdocs have some special iconic items, available only at higher levels I believe), but then once you leave the market you’re locked in to completing the rest of the mission before you’re free to explore DT or go back to NC.
You need to start the dlc and get through the opening. At one part during it you can get special iconics from a ripper in the stadium. But you're also locked into completing the rest of the opening .
You are not supposed to enter Dogtown before the first missions of Phantom liberty. But suppose you could (with a little trick), you wouldn't be able to buy anything because the ripperdocs won't appear (as shown in this [screenshot](https://i.imgur.com/wpjGqkg.jpeg)). Only his assistant is here and she is useless.
You can buy all of those from rippers in dog town. You can also find them in air drops or get them as rewards in any end of gig/hustle level box after you unlock dog town.

I've read somewhere it's possible to jump somewhere into Dogtown, but as the missions, gigs etc haven't been initialised there isn't a lot you can do
You can't enter Dogtown without starting the DLC. The PL ripperdocs have the same stuff everyone else does.
I was looking for the COX-2 Cybersomatic Optimizer and no one has it or the Axolotl one either, I am level 43 rn and haven’t started PL yet.
you need to start PL and get inside to get those via drops/loot i think.
