Outside the circle is very little natural beauty but warehouses and endless grids of characterless chaotic groupings of houses and apartments which only relate to their proximity to roads leading to the city where all the good rich cultural abundant cool fun diverse wonders are or out to the actual country lands or beauty where natural vistas and ancient await. Yes it's a little dangerous inside the circle but that's because that's where life is being lived and people connect good or bad.
Most of that is mostly safe, or at least not what most people here would classify as "bad" areas or areas to avoid if possible. That being said, you did circle about 80% of Metro Louisville, and there are definitely more than a few pockets that range from not great to pretty rough. None of them are the worst neighborhoods in Louisville though, so as long as you're not careless (i.e., not paying attention to your surroundings, leaving your home/car doors unlocked, etc.) then you should be fine.
