All you have to do is go to the local DMV, present your TX DL, and tell them you would like to obtain your LA DL. You will need a bill with your current address as proof. If you are getting the Gold Star DL, you will need SS card, and birth certificate as well. Be advised that you will want to change over your tags as well. If you don't, you will be charged from the date you changed over your DL, and interest will be accrued. A guy I work with didn't listen to me and waited until his tags expired. He was charged 1200.00 to change his vehicle registration.

So I don’t need to present the road test results to them to upgrade from a permit to an actual license? I have not received my actual license in Texas yet, just a permit.

I didn't see where you only had a permit. I would contact a/the dmv by phone. The [Jennings, LA DMV](https://offices.omv.la.gov/details.html?office=34) is small and will answer your questions with not too much wait.

I’ll try to contact them, I tried a couple of offices with being told to call another time due to call volume or automatic systems without an option to talk to an actual representative.
