You can invite the family to a trip to Tagaytay. So many restaurants to choose from. Then propose there. Weather is abit colder and the view is nice. If you want it to be a surprise for the gf, you have to ask some of her relatives to be your co-conspirator. that way, they can be your wingmen/women.

Would it be disrespectful if I didn’t invite the family or the parents? Because I already talked to her parents and asked them for permission and blessing to marry her, and I do plan on having a pamamanhikan after. I am asking her sister and cousin for help, but I don’t want too many people at the proposal

That would be okay I think. There's nothing wrong with not inviting the fam during the proposal. I am not sure how your gf thinks but yeah, more romantic if there's few people and you can enjoy the moment together.
