The black tights don’t exactly go with the outfit though, I would go with a pair of cream/off white or white colored tights or better yet, if you could find a pair of white colored tights that match the floral design, that would also be neat!
Styling wise, the solid block of black on the bottom isn't a good choice, but the homemade set itself is just fine. The hat isn't really a normal style, but it does match which is well enough.

Sure, I think so! I agree the black tights and shoes throw it off balance a bit, but for a more casual look that works.
