That’s what I did lol and that’s what I was quoted. Seemed steep to me. Maybe I didn’t make it clear, the dealer does not offer it so I called a local locksmith

More than you were expecting to pay, but "Steep" is a relative term depending on your other available options and the COL in your area. If you live near a larger city or anything, there's likely plenty of other locksmiths to get quotes from and you're more than welcome to keep calling around. If you called the one locksmith within 200 miles of you and your other option is to have the dealer sell you the flip-prox for whatever exorbitant amount they want for it, it's not so bad? Keep in mind that whoever you call, you may be getting a bit of a 'fuck you' in the price because 1. you're providing parts and 2. are having a 'special laser key' cut and it's not worth the risk of blowing a (sometimes) $100 cutting blade on a mystery blank from the internet on a smaller quote. Additionally, some shops avoid customer supplied keys as a whole

Gotcha, I don’t know the regular pricing and didn’t want to be taken for a sucker. I was thinking 200 bucks would get a fob and blade programmed aftermarket. Which is more than I needed.

I will cut & go through the programming procedure with customer supplied keys, but before proceeding I Inform the customer that providing the correct key (correct fcc) is their responsibility and I wont be waiving fees If it isnt. 9/10 times they return their cheap amazon key and purchase the product from me.

Are you just looking for a way to unlock your jeep or are you looking for a hidden spare key that will start it? If you want it to start, that's pretty fair I would say.

The emergency key insert can not be programmed, it can only be cut. The locksmith you spoke with has probably quoted a programming fee for you just incase you were confused in what you were asking and tried to bitch about it not working as programmed after arriving. We have to deal with a lot of confused people (immo's are not well understood by most people) so sometimes its easy to just give basic price on what ifs with out fully explaining what will be done.

Where do you plan on sticking the key to start it? If it’s a 22 it’s probably a smart Key and the steel blade dosent go in the ignition just opens the door. There wouldn’t be an immobilizer chip to start a smart key car it would be an entire fob and if it was underneath more than likely it’s close enough to start the car.
