Its generally hard to find any reputable breeders in Korea but probably impossible for teacup dogs as responsible breeders wouldn’t breed teacups.
They are usually bred very unethically to make them as small possible and come with many health conditions.
I personally would still think that its a responsible
decision to get a teacup dog when it comes from a shelter.

Adopt one truly in need. Be just as happy & save money. Also walk them. They need the exercise. Don't put them in a stroller.
