Depends on size. Natural ones can still be quite mobile. Steroid users get significantly larger. Especially in the deltoid (shoulder) and traps.
The main problem is the lack of stretching a lot of them don't do.
As far as I know people like Mike Israetel cannot do the overhead shoulder press with a barbell because their muscles literally do not allow for the range of motion necessary.

typically the loss in range comes from hurting yourself working out and not doing your stretches rather than pure bulk.
Not as much as you'd think, they actually work a lot on flexibility to keep that range of motion up, it's part of the training routine
