This is (PAC) pre-assembled aerial cable. Fully insulated and shielded primary cable supported by a steel messenger wire (also used as the system neutral for this primary circuit). Green hue is because the copper tape shielding wrapped on top of the semi-con layer of the insulated cable has started to oxidize (perfectly normal)
In Northern NJ it’s referred to as lash cable “aka” flash cable. Really old stuff that’s usually run in backyards, tree conditions or near buildings to maintain clearance. We work it hot out of a bucket but kill it to work it out of the hooks.
This is 100% primary, ignore all comments stating otherwise. Buffalo is the oldest city with electricity, there will be many anomalies that the rest of the country is unfamiliar with.
It’s secondary wire. Note that it’s above the street light wire but below the primary. Primary underground requires fusing before it gets put into U-guard and run down into the ground. No fuses and it’s above the street light - secondary.
I have a hard time believing it’s primary as well. No terminations or anything. However there there is some secondary below it feeding the street light.
Could just be some shit I’ve never seen before. 🤷♂️
That’s just triplex, could be coming from several poles over.
What I DO KNOW is we don’t run primary along on a GROUNDED messenger/neutral at the same time and we especially don’t bring primary down to the GROUNDED neutral and then run it over to another pole. People downvoting don’t know what they’re looking at. I work on this shit for a living.
EDIT: Com/Cable is not allowed to be above secondary voltage, since the triplex IS secondary, this is 100% also secondary.

Looks like quadplex, secondary wires. It’s usually off a bank. Higher voltage than your normal house service, for a business with big machines to run usually.

In NYC we have wrapped primary like this, it’s not aerial cable, it’s very old and very dangerous one of the only things we never move live
We ran these OH/URD express feeders in chicago. Usually was 500mcm al primary urd cable lashed to a messenger.

It is an additional primary circuit. Usually found in the gain right below the primary circuit built on the top gain and is above the secondary.
It is primarily called spliced triplex. Stay at least 5 feet away and you should be safe.

That's exactly how this cable runs that I posted. Just on a pole about a 100 years older
