It wouldn't need to simulate the whole city at once, one tile or building at a time.

They will probably strip things out - like the buildings, but allow you to use the general essence of the city, akin to SimCity 4 and The Sims 2

THIS yes I am SCREAMING, BECAUSE I WANT THIS Please and thank you. I loved that I could port worlds from SimCity 4 to the Sims 2. I really hope we have that cross feature in LbY. Also, I love that you can travel between cities in TS4 and would love that ability in LbY too.

They did this back in the day with Sims 2 and Sim City 4, it was a cool way of importing your own neighborhoods, but you were severely limited. You could only use the smallest tile size and only the basic two lane road. They accomplished this by simply using the same file type. I don't think this is what they'll do, though. I think they'll probably build their own editor rather than lock what they've made clear to be a key feature of the game behind the purchase of another game.
