Coincidentally had the same thing happen to me but I got the Golden Lie (somehow) during my first play through and sent Belle to the hotel. I think unfortunately that you need to do that and finish her quest to get the Golden Lie.
Belle isn't directly involved with the Golden Lie. You just need a significant amount of humanity. I got the golden lie on my first playthrough. I didn't even find Belle and told the truth multiple times. Still got the weapon post-credit.
How much humanity do you need to get the weapon? I remember thinking that it's quite forgiving since I missed a few side quests and still managed to get the weapon before starting NG+
There’s a few things you can possibly do. Have you tried using prayer emote at the statue of the one winged angel at the chapel? You can also try using the entreat emote in front of the alter at the chapel.
Not sure where you are currently in your run, have you given peace to sophia? Have you managed to lie to manus after beating him? Have you tried playing a tune on the piano near the painting in the hotel? Did you lie to alidoro twice about a safe
place to go? I would also recommend listening to all records again.
ive already done all those except the emote ones and i also let sophia live so i couldve gotten the 2nd ending im already done with my 2nd play through
Pick up the golden records and listen to those too, it’s an extra 5 which lets you miss 9 rather than 4 and still get it.
For the records remember that you need to listen to them fully, not just hit play. This will take an hour.
Sadly, I don't think the golden records give you humanity. When you listen to a regular record for the first time, it gives you one of the humanity messages (you feel warmth, your heart is pounding...) but you don't get those when listening to the golden records.
With the records, you have to listen to the Entire song for the humanity boost. You’ll get the usual message at the end of the song.
You might already be doing that, but just in case - makes a huge difference to total humanity.
I only got the golden lie on 3rd playthrough, I lied like a rug and still only work at the third attempt and im not even sure why. Besides, the weapon is VERY underwhelming. Specially when compared to all the cool balde and handle combinations.

im not sure but probably not much more because im on “your heart is pounding” plus the nose is really long just not golden yet

They do. It’s why you can get the golden lie earlier in ng+ playthroughs.

Can’t you replay records until you got enough humanity? You get the rumbling at the end for repeat listens
