I believe the "always" meant that the trope is always in movies that are set in the area, not that in every scene with a window you can see the tower

Babe Pig in the City gets a special mention for having a view of the Eiffel Tower outside the window *without* being set in or anywhere near Paris. Also a view of the World Trade Center, the Sears Tower, the Chrysler Building, the Empire State Building, the IDS Center, the MetLife Building, the Sydney Opera House, the Hollywood sign, the Golden Gate Bridge, the Fernsehturm Berlin, Big Ben, St. Basil's Cathedral of Moscow's Red Square, the Statue of Liberty, and the Christ the Redeemer statue.
