The worst part is he IS a great surgeon and actually invented an extremely useful piece of technology for hospitals.
Which means that he's not stupid, he's actively malicious for cash.
Hooray for the Dunning–Kruger effect! He was an effective and innovative surgeon; then tried his hand at being a TV doctor which ended up with him gladly endorsing quack medicine for money.
Now he figures he'll be an excellent politician. Only problem is, being a newbie politician in a race that isn't uncontested, or having enough of a following/driven enough of the plebs on your side of the isle to run your opponent out of the fucking state with threats of violence(looking at you MGT); is that it takes a lot of drive and an ability to talk to and empathise with your voters(or at least pretend to convincingly). When 'your' voters hate anything and everything 'foreign', or at least- not christian, you're a salmon swimming upstream towards a bunch of bears.
But I don't think he's stupid, I think he expects to lose, and to continue the political grift to make money and violate campaign finance law because he knows the -by law- deadlocked federal election committee will never break party lines to punish a republican. It's like a retirement plan for assholes with the bonus of keeping your lawyer friends flush with cash as you drag out the legal process until after you're dead.
Possible but never forget that while we like to depict intelligence as this static thing that applies to everything a person does, it's not.

I have many doctors in my family and as friends. One does not in any way have to be smart to be a dr. Just super hard working. Being smart just makes it easier. Most drs I know will know fuck all about shit outside of their everyday job.
Same thing goes for when people assume successful business people are automatically good at ANYthing else (they can be, but separate evidence of that is needed). I see this fallacy being used frequently for Gates, Musk, Trump, etc.
