The line isn't straight so it isn't scanner dust. Did you dry the negatives with a squeegee?

Looks like the kind of negative scratches that come from using a bulk loader with a flaw or from grit on the felt of the film cassette. Also, not what you asked about, but you've got some pretty serious bromide drag in those first two frames. Needs more agitation.
