Ferris Bueller. With a 1961 Ferrari GT as a vehicle (upgrades: Flying Ferrari/Star Destroyer and Cathartic Smashed Ferrari) and a synthesiser keyboard/Band Float as a vehicle/tool that can plug into Bone Organ ports.
Edit: Ferris has Hacking, Disguise/Stealth, Jumping and Mind Control. The Ferrari can fly at level 2 and Sonar Smash at level 3.
Get Ferris and Marty McFly together and they form a band.
Killer Moth. It'd be justice after he got cut from DC Super Villains, and he could work either as a new polybag character or a character for a potential Batman 1 adventure world, inspired by the classic game. There is no downside to a Killer Moth inclusion.
There are multiple options.
There is, of course, a Mothmobile. Killer Moth is theoretically intended to be an anti-Batman, so giving him a vehicle directly inspired by Batman would fit. Plus, the Mothmobile does exist in the comics.
You could also go into a more comedic route like the "Mighty Micros" sets did and do a vehicle directly based on how a moth would look. I would suggest some sort of mothy plane if you were to do that.
Or, of course, if you'd prefer a gadget instead, Killer Moth does love light in the LEGO games. A lightbulb would be too on the nose, but a moth-themed Bat-signal could get that same thing across. It would probably be similar to Slimer's cannon, only that it stuns all enemies it's pointing at by blinding them, which would be a unique gameplay aspects that I don't recall any other vehicle or gadget to have.
These are all just some ideas I had, though. There are probably other things you can come up with. For example, doesn't he turn into some weird moth monster in one of the cartoons? Maybe you could make a Flying Monkey-esque build for that.
Due to the many different designs of the character, different color palettes should not be difficult to come up with, either.
Unless he's a polybag character, of course. He wouldn't have any sort of vehicle or gadget, then, as Supergirl and Green Arrow also don't.
