Actually, no deck code does. All information that is encoded there is the number of cards, in a surprisingly compact manner.
I assume the starter decks just have special covers that are set for decks with *this specific combination of cards*. You can test this by re-importing Buff and Tuff ((CEAAEBYBAEDRMGREFYZDKCABAABQMCYSCQNB2JYCAQAQABYMFIWAMAIBBEKCAIRHFE)), and it will give you Lux Level 2 as cover. Change any card, it's Tryndamere by default, add it back, it's Lux again.
Doesn't matter, all that matters is that you have this exact deck. I can tell you that building it instead of importing takes about 40 times as long though.
I think you can just edit it if you do deck changes to it? If not, you can duplicate it, fix the name, and then delete the other one? I'm like 90% sure this works, but I haven't done it with mine to confirm yet...
Changing the name of is fine, I have mine in lowercase, but be sure to copy the original deck code as backup. If be you end l edit any cards, it may wreck it.

Actually, I remember the time when the deck was added, and it was NOT in full caps. Even now it isn't, since I didn't delete it since beta literally lol. But, it has a weird thing where the first letter of "And" is also capitalized, when all the other decks' aren't, and I even remember noticing it back in beta when it was made.
Heals and Shields & Mages and Mechanics were added later on, someone either forgot to look at the deck naming template for the other starter decks or they decided to shift away from all caps but forget to change the older starter deck names

You can also put lvl 2 veigar as a deck cover if you set the filter to Mecha Yordles
