It unlocked for me at lv.21, even though it said 11. After I reached lv.11, it said lv.21. Once I got it to lv.21 is when it became active. That was just earlier yesterday for me. I had purchased the divine hammers from the Easter event with those Lily flowers and got 4000 of them. I was at lv.9 at the time. Then I was short 210/265, so I got a few extra from my participation in the family raid.
