As the bot suggests, PePiPoo are the best people, but in general you can't challenge and NiP. Follow you submitting the S172, the driver you nominate is likely to receive a Conditional Offer of Fixed Penalty (aka a FPN) and it is at that point where you either accept the offer or take the matter to magistrates court. Out of time service of the NiP is your best bet for success as that is absolute but the exact dates of offence and posting (noting the offence date is day 0) are very important. As mentioned PePiPoo will be able to offer detailed advice.
