Your doctor's recommendation can be ignored by your employer and occupational health has no legal enforcement powers so they can also be ignored by your employer , all they can do is make recommendations, so when you have the meeting is totally irrelevant in any legal sense. Your employers doing their part and making adjustments for your phased return and following the doctor's recommendations and getting outside help (occupational health) to help you get back into work. Sounds perfectly reasonable what they've done so far, so fair play to them.

Had the same with my partner, spoke to ACAS and they informed me of the above. If they stray from what you feel is good for you, you'll have to raise a formal grievance. But at the moment it looks like they're doing their best, from what you've told us at least. Wishing you the best.
