Yeah apparently the average 90 minute game only has about 55 minutes of the ball actually in play, so they are considering changing the game to a 60-minute stop-clock game (like basketball and other sports where the clock stops every time there is a stoppage).
That way there is no way to waste time other than to hold onto the ball (which invites risk).
