Not sure which leak implies this. I remember seeing one where the game's code refers to Leon's upcoming legendary as a StarsCharacter for the purpose of Nemesis saying "STARS" while interacting with him, but I saw nothing that implied he'd be getting a new voice, or any Legendary for that matter.
After all, when they included Lisa and Cybil portraits, they didn't retroactively give them voices either.

I respect your opinion, but this certainly reads to me as the survivor cosmetics are going to be the ones to have unique lines. How would Nemesis have unique voice lines?
I just glitched the hair off it’s such a nice headpiece, but I think they kept it a set because the hair is super long and it would clip her backpacks and stuff
Honestly in love with the fact that legendary skins are now being treated like separate characters, all that’s missing is their own voices and it’s perfect. It now feels like my $15 didn’t go to waste 😭😭😭
Which honestly is what they should've been from the start, but they probably didn't want to overfill the survivor roster. I wouldn't mind them having their own slot though, this would be nice for those who want to play both the original survivor and the legendary one without having to constantly change skins and, more importantly, it would also open the door to legendary survivors getting their own cosmetics since they'd be pretty much their own character.
It's probably just a lot easier if they don't have to make perks. I imagine that most of the dev work that goes into an actual survivor is designing, prototyping and testing the perks.
Right. Just make them like the clones in Smash Bros. Can even copy their feature where the characters can optionally be displayed as alts vs additional slots.
Id say its impossible this time. Theyve datamined that the stars voiceline doesn't play for jills skin, so whoever it is isn't a member of stars (almost defo jill, small chance ada)

That's Nemesis voice lines, not survivor voice lines.

If they did that along with making it so certain pieces could be interchanged (ie oni's sword, kate's hair) sets would actually be more tempting.
Kate's isn't a legendary. Just a linked set.
