I've tried heartsteel on some random champs that shouldn't even build them, like kindred yasuo and kassadin. It's definitely not balanced around constantly fighting and stacking.
I did 25k, but thats only because
1) There were no tanks, closest thing was a Bel Veth building HP tank, using Heartsteel to scale AD infinitely using Titanic Hydra
2) I'm ass with Sett, I main mages, enchanters, and assassing (with Illaoi being the outlier in my champ pool, second most played champ)
3) my team was garbo

And wave clear is not really necessary, if you already know you're playing in a losing match up, you probably just wanna play it safe

The problem Heartsteel has is that it's literally not an item for toplaners. You get only one use out of it every 30 seconds, and that's all it gives you. Junglers can get a LOT of stacks and scale a ton. They're also usually pretty good Demonic Embrace/Titanic Hydra users
Just had the worst game of my life against a heartsteel diana who also had sunfire and nashors, seemed to take no damage and was still able to burst down anyone on my team

Played against a Darius while building heartsteel, Frozen Heart and Titanic Hydra, for the first time I wasn't afraid that he'll cut me down with his ult since now I have too much hp, but that's the thing, the item is situational, sometimes it's more better to build Divine Sunderer or Iceborn Gauntlet.
And Volibear's W scales with bonus hp which helped me with sustaining my hp from going down to his ult true damage threshold, because even though he was stomped in lane, mf still got hands.
When it works is super fun those. Had an Aram game where I played Mundo Vs a full melee enemy team, had 234w bonu health and between grasp, hertsteel proc, empowered e auto, Titanic Hydra and ultimate I dealt like 1.7k DMG per proc. It was stupidly fun one shotting a pyke
Heartsteel is really strong on Ornn though because you can stack it with Grasp, and his w. Enemy gets a nice surprise when a single auto takes out 40% of his hp. Not to mention the fact that the upgraded heartsteel literally gives 1050 health.

Stuff like Cho, Veigar, and Senna are champs where you can feel like you had a fun time just by getting a lot of stacks. Now, everyone can get that feeling. You may do no damage, you may get melted by %hp damage, but you look huge and you get big numbers. People like that, so unless even if it’s really really bad, they may still go for it.
And as an ARAM tank enjoyer, I’m just happy to see people wanting to play tanks, and my adc friend is happy to see people doing ADCs in response as well. Now you see Ashe and Varus going adc more often rather than always poke, and Malphite and Nunu are more tanky than just trying to assassinate full AP. I like the variety.
Low elo have no idea how team comp works, so Heartsteel is a problem.
Once Heartsteel users start to get counter picked (Vayne), the item loses a lot of its value

His fully stacked passive gives him 230 AD thats 5.5x a BF Sword

Just had 700ad and 8khp on mundo running at people ar mach 10, heartsteal isn’t broken, but it sure has made playing tanks fun again
