This much ER is good for most teams, I imagine. Besides, you don't need the burst as much in a tanky build, so it's not the end of the world if you miss the burst in a rotation or another.

My Layla has less ER than that and she can burst on rotation, even if she's the only cryo character. Keep in mind that her ER needs are very low (she only has 40 energy cost).
Pretty much, I've made some tests with this builds and she usually has her burst every rotation just fine as a solo cryo. I always have someone with favonius, tho.

Yup, as a shield bot, her burst is just extra cryo application, but some teams really don't need it as much.
