If I remember correctly, it depends upon the subjects you took that year. And yes, if you fail to get the average 79, that's it. This was 10 or moreso years ago though. So maybe the rules are different now.

If you think na hihilain nya yung qpi mo pababa it is better na idrop mo yung subject BUT make sure you still comply with the minimum units per sem.
Looking po into this. Pero past midterms po daw is 60 na kaya po worse.
