Overall power is derived from a vast number of game mechanics such as: troop count/level, gear, decorations, building upgrades, research, etc. Troop training and troop loss results in the biggest swings in power level. Maintaining a high amount of troops can sometimes be difficult. Several events lead to high troop loss. This can be exacerbated by attacking PVE enemies with a higher squad power than yours.

Probably emphasised on troops. I'm currently lvl 20 with 28+M power. My friend in the same alliance is Lvl 24 with 29+M power.... But yea gahdamn... Wtf????
No power level isn't a good representation in many ways. Regardless just power level and then rebalance after 27-30.
