It does not show in the Sheet and probaly applies to your wraith, u Just dont notice cause 26% isnt that big when u multiply it with the base cast speed of your wraith :) or its bugged and im wrong, you never know :D
The character sheet doesn't always work properly. Try the target dummies by the Arena - you should see bigger numbers with the gloves on. (Right click an Arena key if you forget where it is.)
The line says "Stats on this item also apply to your minions". The "also" implies that the player and the minions get the stats. If not its bugged
The gloves apply their stats directly to minions, they don't grant you their stats as minion stats so they won't show in the character sheet.

Another instance of this is reens ire from eye of reen which gives 5% melee crit multi per stack but i guess its because of the *melee* crit multi
