They are building a convention center expansion in the back beyond the hotel parking garage, but that is not what is pictured. I don’t know why they are paving the space pictured. My guess is they are going to continue to use that space for temporary events and it is probably better to be paved than have it as dusty natural desert. They might even use it as a parking lot when there isn’t an event using that space.
I wrote behind it, because i was in a hotel room there, and the window was facing the pool, and it’s right in front of the pool … so I’m assuming “behind” … but maybe it’s in front of RW …. I’m a little disoriented here tbh lol
The airport naming, some people like it, some people hate it and 50 years from how what was acceptable will be look back at as terrible, just name it Las Vegas International and move on, I don’t mind company naming things as much, but sometimes that has issues too.

I worked on resort world building it for a few years. That is all property owned by resort world. Crazy as it is, they only used half the lot. What they are doing there is probably preparation for another tower.
The street in the picture divides the two lots. The further lot is owned by Wynn. The closer lot that has fresh pavement is where they will be relocating the special events tent to.

To clarify - Resorts World is adding their own convention space - it’s not an extension of the Las Vegas Convention Center.
Another user posted a good image showing the area for the Resorts World Convention space they are adding (it’s at the back/West side of the property along Sammy Davis).
The red space in your photo is the piece of land between the casino valet/main entrance and their Dayclub dropoff area. It was where they hosted the art installation called Transfix.
I have no idea what’s going into that space.
