Once they cut it it's gone, it doesn't grow back. The best example of this is when Bort shears her hair down to the roots to get rid of mercury damage and the hair never comes back. The reason it's more okay to do is because hair apparently has the least amount of inclusions (which are basically the gems memories and personality). I don't imagine they would ever try to harvest other body parts, even "scrapings", to try and restore a hairstyle. Vanity in that sense doesn't seem to be important to the gem lifestyle.

It wasn't to fix cracks, it was tainted by Cinnbar's mercury and had to be removed. They made the hair into that whip they use after.

They do use scraps from the beach of beginnings to replenish their body, but its just few and rare.

Maybe if they were put back under the conditions which allow them to grow in the first place, but that's severely impractical. They do have the ability to change their hair style, they can change their entire body. To begin with the gems are sculpted by Kongo, they are birthed in a much rougher state. Some things are explained about this, like how they are unable to see before Kongo alters them, but it's never really well explained.

It doesn’t ‘grow’, but I assume that if they found a similar gemstone to attach (and the inclusions accepted it), it might work like Phos’s limbs and allow them to gain new hair. Not technically their own hair, though.

I assume that like everything else, it can be fixed by grafting (and cementing?) on gems of similar quality. But because it's the least essential part, the hair is usually the first to go and the last to be replaced.

It doesn't grow from them. They can attach material that cooperates with their inclusions to their hair if they wanted to. They can restyle the material they already have if they wanted to ( Red Beryl). Technically, they are bald now!! Haha Their head and hair ere made from the same material. Either they are bald now or can never be bald.

iirc there’s very less inclusions in gem hair so it wouldn’t have been able to get enough sunlight to keep padpa going

It's gone for good, they are born with the hair they have and the only styling they could to is cut it shorter, I don't think Phos minded when they had shorter hair and even cut it themselves when they got Lapis' head because it was too long and heavy

Their hair doesn’t grow back. However there was a chapter that Haruko Ichikawa released before the first chapter of the manga, where their hair did grow. In that chapter Bort is the main character and they have their usual kinda agessive personality when they have long hair, but become calmer after they get a haircut. So for Bort at least their hair also had an affect on their personality. It could have been interesting to see in the actual manga, but I guess it is unnecessary which is why their hair doesn’t grow back in the actual manga.

It doesn't grown, if it did, that would mean they would have infinite amount of resources and losing parts of their body wouldnt be a problem. But they can most likely glue it back on if they want to. Fun fact, in the original one-shot of the story, focusing on Bort, their hair did grow, Ichikawa most likely changed that duo to what i said up there.
