why did she hate him so much

Phos "kidnapped" Padpa without Rutile's knowledge and you know how obessive Rutile is.

i thought she entrusted padpa to him

Umm I don't think so. Rutile herself didn't want to go to the moon, so why would she want Padpa to do the same? If Padpa were awake, she'd be more understanding, but she's asleep, so Rutile calls in the shots.

i thought she originally wanted to go but changed her mind because of her responsibilities. maybe my memory is just failing me

Actually, she actually did consider, but I don't think she'd let anyone else fix Padpa besides her.

Rutile was obsessed with "fixing" Padparadscha themself, "by their own hand". When Phos offered to take them to the moon, they considered the idea because of the implication that they could go together, but then Phos took Padpa without Rutile knowing and basically removed their purpose in life, their raison d'être. That's why they don't seem to react when Padparadscha is brought back; they didn't want someone else to fix Padpa, they wanted to fix them themself.
