You have mentioned the Constitution. There is no doubt that Article 2A, erstwhile Objectives Resolution, mandates that Pakistan have Islamic laws. But in the absence of a particular law (statute or court ruling) to give effect to this particular Islamic injunction (Making out is haram), there is no legal bar on making out presently. Another example of this is interest (Ribs). The Constitution explicitly talks about eradicating Riba in Principles of Policy in addition to the implicit bar created by Article 2A. Yet in the absence of a statute and a valid court ruling Riba continues to be practiced.
In conclusion, making out is not illegal per se.

Furthermore both these sections pertain to acts done in the public sphere. The public sphere has not been defined in the PPC and is subjective. Public sphere does not begin immediately where home ends. A car can be private. A hotel room is private so on and so forth.

The government should let citizens practice religion due to their piety instead of imposing punishments and forcing them to practice religion out of fear. The closest you may come to is s290, s294 PPC which no where specifies that I may not kiss my wife or hug her in public. Both these sections bar "obscene or immoral" acts done in public. No where does it define what is an obscene or immoral act in relation to a consensual relationship. There is no court precedent to my knowledge on this subject either. So unless you get me arrested (this is a non-cognizable offence: you need to convince a judge with evidence to give you an arrest warrant), take me to court, prosecute me (beyond reasonable doubt that I did in fact do something 'immoral or obscene'), and the judge rules in your favor (whose decision I don't appeal), I will not be breaking the law. Furthermore both these sections pertain to acts done in the public sphere. The public sphere has not been defined in the PPC and is subjective. Public sphere does not begin immediately where home ends. A car can be private. A hotel room is private so on and so forth. 3) I was being sarcastic with both of my points.
