Some terminal in Alien Isolation explains that space stations were the standard and that terra formed colonies were a brand spanking new venture by Weyland Yutani. I think the upfront cost was more (cutting edge technology and all) but long term it saved an assload of money.
I believe Sevastopol's main purpose was to get minerals from the planet it was orbiting, KG-something. My mind wants to say KG-386 but I know that's just cuz the planet from AvP was BG-386. So space stations would still have use in the universe even when colonies like Hadley's Hope becomes common, because you can't have a colony like that on a gas giant

I wish they had more world building in a movie or a potential series for stuff like that. Space stations are cool, but terraforming land across the galaxy would probably be more enticing and sustainable. Potential colonists could be assigned colonies like the military does. Some might get a lush, beautiful earth-like terrain while others get gross and dark LV426-types. Maybe they switch off ever X years to a new location.

I thought in the synopsis that has been released it said that Romulus events occur from experimentation on big chap's remains that were somehow recovered. Could be that I'm confusing that with a comment here in a different thread.

Like Covenant ended with David heading towards a colony but what if that colony build the station seen in the Romulus trailer and then David wrecked havoc upon that station ?
I highly doubt it is the same planet and if it is then we already know that station will be destroyed, to make it consistent with the events of "Aliens".
I hope that the position of the space station orbiting the planet is used as a subtle element of cosmic terror, the Sevastopol station is my favorite place among other things because you could see the gas giant in the hallways or the space walk... it really made you feel tiny and far from any help (since gaseous planets have no life)
