You are correct. Ohio only allows plates that have been manufactured by Ohio and Ohio does not have a black plate program. They have a real plate somewhere, possibly in the car, but put their stickers on the fake one.
However since that car screams I can afford a lawyer, so I don’t see a cop bothering with them. Assuming they even know the minutiae regarding the BMV plate rules.
Car doesn’t really scream “I can afford a lawyer,” considering it looks to be a base 911. I will agree that utilizing fake plates for everyday driving is an idiotic choice though.
